Klibur Defisiensia Tilun Timor-Leste (KDT-TL) is a Deaf-led community-based organization established on 21, February-2018 in Dili, Timor-Leste. The organization was founded to promote the rights, inclusion, empowerment, and communication access of Deaf people and persons with hearing disabilities throughout Timor-Leste.
KDT-TL works to strengthen the participation of Deaf individuals in education, employment, leadership, community life, and national development through advocacy, sign language promotion, capacity building, and inclusive community programs. The organization also supports the development and recognition of Timor-Leste National Sign Language as an important tool for communication accessibility and social inclusion.
The organization actively engages with Deaf children, youth, women, families, schools, government institutions, and development partners to improve awareness and reduce barriers faced by the Deaf community. Through training, community outreach, interpretation support, and advocacy activities, KDT-TL aims to build a more inclusive society where Deaf people can participate equally and with dignity.
KDT-TL implements programs focused on:

As a growing national deaf organization in Timor-Leste, KDT-TL continues to promote inclusive development, strengthen community leadership, and advocate for equal access to information, education, services, and opportunities for deaf people across the country.
